On September 8, 2026, at the Conference Hall of the Lao Cai Provincial People's Committee, the Lao Cai Provincial People's Committee and CMC Corporation held a signing ceremony to promote digital transformation, develop digital government, digital economy, digital society, and digital citizenship in Lao Cai province for the 2026 - 2030 period.

Under the cooperation agreement, Lao Cai and CMC will strengthen coordination in research and application of information technology, Artificial Intelligence (AI), cloud computing, digital data, digital infrastructure, and cybersecurity. Both sides aim to promote synchronous digital transformation, contributing to improving the efficiency of governance, administration, and the quality of services for citizens and businesses.

From strategic cooperation to grassroots digital transformation models: A key focus of the cooperation program is to coordinate the pilot implementation of the "Socialist Commune/Ward" model in Lao Cai Ward and Tran Yen Commune.

Based on practical surveys, assessments, and discussions with agencies and units, CMC will provide consulting and professional support, working with the locality to research models and propose appropriate technology solutions. Both sides aim to build practical models that can be evaluated for effectiveness and serve as a basis for replication.

This approach continues the process in which CMC has accompanied Lao Cai in researching the pilot project for the "Socialist Commune/Ward" model. Previously, the two sides discussed technology models, data platforms, AI, intelligent operation centers, digital infrastructure, and information security to serve the requirements of building a modern, citizen-centric digital government.
